This is not actually a loan “scam”, nor did the loan officer do anything wrong. In a declining market like this, many lenders are going to be hamstrung by the appraisal results, which again in this market are going to bring value in lower, which makes the refinance impossible due to high LTV (loan to value).

Also, the “processing fee” you mentioned was more than likely the appraisal fee, which was paid by iFreedom to an independent 3rd party appraiser. If the appraiser had brought your home’s value in higher, you would have had no problems with your loan.
